The City of Elizabeth City and most of Pasquotank County’s land area have been designated by the North Carolina Department of Commerce as a "State Development Zone."
As authorized by North Carolina General Statute 105-129.3A, the purpose of a State Development Zone is to provide economic incentives to stimulate new investment and job creation in economically distressed urban areas.
