Airport and Aviation Park Overview

• Across street from Air Station Elizabeth City - one of the largest Coast Guard bases in the country
• Connected by C-130-class taxiway to 7,200 ft. runway shared by Coast Guard and Elizabeth City Pasquotank Regional Airport
• $12 million investment in infrastructure
• $18 million investment in education/training facilities
  • Elizabeth City State University Aviation Science Program - including Avionics track

Phase I (63 acres)

• Groundbreaking October 1 2008; completion Summer 2009; hangar construction expected January 2009
• 4 sites will accommodate 3 80,000 SF facilities and one 60,000 SF facility
• Groundbreaking on educational facilities expected 2010
• Aviation Science School and fully certified A&P program up and running Fall 2011 (components of the A&P program - sheet metal, composites, non-destructive testing and others - are being launched at various sites near the air park beginning this year)
• Ground-lease rate negotiable based on number of jobs created.

Phase II (60 acres)

• 42 - 72 acres depending on ongoing negotiations with property owners
• 5-9 additional sites for 80,000 SF hangars
• Property acquisition in 2010
• Infrastructure in place early 2011

Incentives

• State 3J Tax Credits of up to $5,000/job and 5%/$1million capital investment
• Job Development Investment Grant eligibility for projects creating 100 jobs or more
• Training programs and customized curricula to address specific company requirements
• Discount from market ground-lease rate negotiable based on number of jobs created

Current Tenants

• DRS Technologies (formerly TAMSCO), now a subsidiary of Finmecanica) :
  Has overhauled Coast Guard C-130s at an 80,000 SF hangar adjacent to the Elizabeth City Pasquotank Regional Airport since 2005

  Recently completed construction on a 10,000 SF machine shop

  Now overhauling Coast Guard CASA and Falcon Aircraft a second 80.000 SF hangar completed January 2009

  Has ground-leases an additional four sites in the aviation park
